“路边总是过大货车，噪音很大。”北京经济技术开发区星岛嘉园小区业主说，去年11月底，西环北路修建了隔音屏，但只修到与小区同侧的贵园南里，为此业主写倡议书，呼吁西环北路安装的噪音隔离屏延长至该小区。

星岛嘉园小区2号楼王先生说，西环北路是亦庄核心区连接南六环和南五环的主干道，夜间常有大量货车通行，而小区东侧有座桥，货车上下桥带来的噪音很严重，居民对此抱怨声很大。去年11月底，西环北路两旁开始安装道路噪音隔离屏，但是安装范围截止到亦庄医院和贵园南里，而与贵园南里小区毗邻的星岛嘉园则没有划入安装隔音屏范围之内。

“我们小区居民感受到的噪音也很大，尤其是晚上噪音更大。”王先生说，“也不知道小区属于亦庄开发区管理，还是大兴区来管理，这问题就这么搁着。”最近，业主发起倡议，呼吁在小区路边安装隔音屏，倡议书《关于西环北路安装噪音隔离屏的情况反映》得到了众多业主的支持。

噪声是发声体做无规则振动时发出的声音，声音由物体的振动产生，以波的形式在一定的介质（如固体、液体、气体）中进行传播通常所说的噪声污染是指人为造成的。产业革命以来，各种机械设备的创造和使用，给人类带来了繁荣和进步，但同时也产生了越来越多而且越来越强的噪声。

噪音污染都有哪些来源呢？交通噪声包括机动车辆、船舶、地铁、火车、飞机等的噪声。由于机动车辆数目的迅速增加，使得交通噪声成为城市的主要噪声源。

工业噪声是工厂的各种设备产生的噪声。工业噪声的声级一般较高，对工人及周围居民带来较大的影响。

建筑噪声主要来源于建筑机械发出的噪声。建筑噪声的特点是强度较大，且多发生在人口密集地区，因此严重影响居民的休息与生活。

社会噪声包括人们的社会活动和家用电器、音响设备发出的.噪声。这些设备的噪声级虽然不高，但由于和人们的日常生活联系密切，使人们在休息时得不到安静，尤为让人烦恼，极易引起邻里纠纷。

噪声污染对人、动物、仪器仪表以及建筑物均构成危害，其危害程度主要取决于噪声的频率、强度及暴露时间。为了保护人们的听力和身体健康，噪音的允许值在75~90分贝、保障交谈和通讯联络，环境噪音的允许值在45~60分贝、对于睡眠时间建议在35~50分贝。
